St Joseph County

Board of Commissioners

What it is: The Board consists of three Commissioners representing their respective districts serves as the executive authority for the county. It operates and maintains all county facilities and property; negotiates contracts; permits all purchasing and claim payments; receives bids for construction projects and maintenance of roads and bridges; makes appointments to certain boards and authorities; oversees certain election functions; prepares the annual county budget and serves on the Board of County Finance.

District Map: This link will take you to the county base map, then from the upper right select the layers icon (looks like a pile of squares) and select "County Commissioner" and deselect "County Council." You can enter your address to find out which district you live in.

Meetings: Every Tuesday at 11:00 am except for the THIRD Tuesday of the month when they meet at 6:00 pm at the County/City Building at 227 W. Jefferson Blvd, South Bend, 46601. You can also attend, and participate, via zoom. You can find the zoom link in the agenda for the particular meeting.
Citizen input: Residents are allowed to make public comments at the end of every meeting without signing up. However, the President will open up the floor to debate an issue before taking a vote if you sign up to speak at the start of the meeting on that agenda item. (On Zoom you must sign up in the chat to speak before a vote is taken). Residents are required to state their name and address; remarks are limited to three minutes.

County Council
What it is: The County Council consists if nine representatives of county districts. The council has been constituted to pass any and all ordinances and resolutions including those for taxation, finance and the appropriation of money and to oversee the operation of the government of this county.
District Map: 
This link will take you to the county base map, which by default shows the County Council districts (otherwise follow the directions for the Commissioners and select County Council). You can enter your address to find out which district you live in.
Meetings: Every 2nd Tuesday at 6:00pm at the County/City Building, 4th floor; committee hearings are every 4th Tuesday at 5:30 pm at the County/City Building, 4th floor.
Citizen input
: During the course of a Council meeting, each ordinance has a public hearing and people are allowed to speak out in favor of or in opposition to the ordinance. You must give your name and address; comments are limited to three minutes and must directly address the ordinance. The South Bend Tribune posts ordinances prior to meetings in the Public Notice section. You can also find them on the posted agendas.

At the end of a Council meeting, members of the public can make comments, limited to three minutes, on any issue NOT on that night’s agenda.

County Board of Health

What it is: The Board makes decisions about the functions and operation of the Health Department

Meetings: Third Wednesday of every month at 4:30 at the County/City Building, 4th floor.

Citizen Input: Public comments are only allowed in person and you must sign in at the start of the meeting in order to speak.

County Board of Elections & Voter Registration

What it is: This Board consissts of the County Clerk and two attorneys, one Democrat and one Republican. It decides candidate challenges, determines locations of Vote Centers and processes of election functions such as voting machines, trains poll workers, etc.; Meetings: No regularly scheduled meetings; occur on an “as needed” basis.
